UGC Releases Guidelines for Foreign Universities to Set up in India
The University Grants Commission has recently announced regulations and guidelines for the establishment of foreign campuses in India.
The notice mentions that the foreign universities can work together with India to set up their campuses, provided they meet the eligibility criteria specifically.
UGC announced on Wednesday, informing the concerned authorities about the regulations. UGC Chairman M. Jagadesh Kumar said, “These regulations work towards facilitating the foreign Higher Educational Institutions (FHEIs) into India, this is to meet India’s NEP 2020 vision. To provide an international dimension to higher education in India. These regulations aim to ensure that the education imparted in the campus (India) is at par with the main campus in the country of origin. Also, that its operations comply with the applicable laws and regulations”.
Guidelines for Foreign Campuses in India
Following are some major regulations announced by the University Grants Commission (UGC). UGC has also directed that these guidelines are important and should not be ignored.
- Foreign institutes planning to open campuses in India should have secured a rank in the top 500 ranking in the overall global ranking. Or should have acquired a position under the top 500 in the subject-wise category of global rankings.
- Foreign universities cannot introduce open learning centers, study centers, or franchises that would act as a representative office of the parent entity to conduct any program in their home jurisdiction or any jurisdiction other than India.
- They need to seek approval before hand from the commission before starting any new program on their campus in India.
- The universities are not required to pay any annual fees to UGC other than the one-time application fees.
- Foreign University campuses must have autonomy to recruit faculty and staff as per their recruitment norms, the notice informed.
- Foreign HIEs can admit students and collect fees in their universities in India. Only if they have issued notice by UGC permitting them to start their campus operations in India under these guidelines.
