President will have the power to remove or appoint directors in IIM Institutes: proposed by Lok Sabha

Indian Institute of Management amendment bill, 2023 proposes that the President will be visiting the IIMs for audit. According to the bill passed in Lok Sabha the President will be the visitor of the Indian Institute of Management.
The bill stated that the visitor might appoint one or two people to conduct enquiries if needed. The board may also recommend the deemed against the misfunctioning of the provisions and objective of the act. The board is responsible for the selecting of the directors and chairpersons and it relies on search pannels to assist on this matters If the board agrees with the search panels’ recommendations, it proceeds to make the appointments. A recent amendment bill states that the search-cum-selection panel for the Director’s appointment will now include a nominee from the Visitor.
Before the IIM Act was passed, the responsibility for appointing directors, chairpersons, and board members of the IIMs rested with the human resource development (HRD) ministry, which is now known as the education ministry. The education ministry informed the institutes that it is in the process of developing a new procedure for forming the search-cum-selection committees responsible for appointing chairpersons. While this process is being worked out, the education ministry has requested the boards of governors (BoGs) of the institutes to extend the tenures of their current chairpersons.
Following an earlier adjournment over the Manipur issue, Education Minister Dharmendra Pradhan presented the bill in the House. During the bill’s introduction stage, the chair inquired if Manish Tewari had any comments on the bill. However, Tewari, a Congress member, raised the Manipur issue instead. Despite Tewari’s comments being cut short, the chair proceeded with the bill’s introduction, and it was passed by a voice vote amidst the chaos. On Friday, Minister of State for Parliamentary Affairs, Arjun Ram Meghwal, informed the House that the bill will be considered and voted on next week as part of the government’s agenda for the upcoming week.
