G20 Summit 2023: India, U.S. to Set up Global Challenges Institute, Joint Investment of $10 Million

The close and enduring partnership between India and the United States was reaffirmed by Prime Minister Narendra Modi as he welcomed US President Joseph R. Biden, Jr., to India yesterday night.

The leaders applauded the signing of a Memorandum of Understanding (MoU) between Indian universities, represented by the Council of Indian Institutes of Technology (IIT Council), and the Association of American Universities (AAU), to establish the India-U.S. Global Challenges Institute, with a combined initial commitment of at least US$10 million.

In order to advance new scientific and technological frontiers, the Global Challenges Institute will bring together top research and higher education institutions from both of our countries, including those that are not members of the AAU and IIT. These institutions will work together in the areas of sustainable energy and agriculture, pandemic preparedness, advanced materials, semiconductor technology and manufacturing, telecommunications, artificial intelligence, and quantum science.

The leaders also applauded the rise in multi-institutional collaborative education partnerships in the fields of critical and emerging technologies, such as those between New York University-Tandon and the IIT Kanpur Advanced Research Centre and the Joint Research Centres of the State University of New York at Buffalo and the IIT Delhi, Kanpur, Jodhpur, and BHU.

“As the #G20Summit gets started, I’m delighted to share the transformative Joint Statement issued by PM Modi and the US President,” tweeted Union Education Minister Dharmendra Pradhan on X.

The India-U.S. Global Challenges Institute and the India-U.S. Defence Acceleration Ecosystem (INDUS-X) are also recognised in this statement, which also recognises our educational cooperation.

The India-U.S. Global Challenges Institute, which has been established between Indian higher education institutions and U.S. universities, seeks to address global concerns such as pandemic preparedness and sustainable energy. The next-generation technology in defence and security will be developed by our universities and entrepreneurs with the help of INDUS-X, according to the education minister.

He also discussed the many different partnerships that represent the depth and breadth of the India-U.S. relationship, such as IIT Bombay joining Chicago Quantum Exchange, New York University establishing the NYU-Tandon IIT Kanpur Advanced Research Centre, and State University of New York at Buffalo establishing joint research centres in IIT Delhi, Kanpur, Jodhpur, and IIT BHU.

The Indian higher education institutions were praised for being at the forefront of these ground-breaking cooperation by the education minister on the sidelines of the G20 Summit in New Delhi.

President Biden and Prime Minister Modi praised ongoing efforts made by the India-U.S. Initiative on Critical and Emerging Technology (iCET) to create open, approachable, secure, and resilient technology ecosystems and value chains that uphold our shared values and democratic institutions.

They also reaffirmed the crucial role that technology plays in strengthening our strategic partnership. To maintain momentum leading up to the following annual iCET assessment, which will be co-led by the National Security Advisors of both countries in early 2024, the United States and India intend to conduct a midterm review of iCET in September 2023.

The leaders praised the signing of an Implementation Agreement between the Department of Biotechnology of India and the National Science Foundation (NSF) of the United States, which will allow for technological and scientific research cooperation in biotechnology and biomanufacturing technologies.

They praised the call for proposals issued by the NSF and the Ministry of Electronics and Information Technology of India to promote academic and industrial cooperation in the fields of semiconductor research, next-generation communication systems, cyber-security, sustainability and green technologies, and intelligent transportation systems.
