Digital Personal Data Protection Rules balance regulation & innovation, safeguard citizens’ rights: Union Minister Ashwini Vaishnaw

Union Minister for Electronics and Information Technology Ashwini Vaishnaw highlighted that draft Digital Personal Data Protection Rules 2025, have provisions to protect citizen’s data and safeguard their rights. Talking exclusively to Akashvani News on Saturday, the Minister said that the draft rules consist of three major components. These are the provisions to protect the personal data of citizens, the measures to prevent digital risks that children may face and the provisions to enable citizens to easily exercise their rights.

 

Mr Vaishnaw said these Rules are pragmatic and balanced. He said that the government tried to maintain a balance between protecting India’s innovation ecosystem and safeguarding the rights of its citizens.

 

The Minister also underlined that digital technology has become a crucial part of the country and it plays a significant role in India’s economy today. Highlighting that the Digital Personal Data Protection Act was passed in November last year, Mr Vaishnaw said that to implement this Act, a digital framework was prepared. He added that after a long wait, the Rules under the Digital Personal Data Protection Act have now been notified.

 

The Minister also mentioned that this Act will be implemented entirely through digital medium. He added that it includes the provisions for disseminating information and notices in all the languages mentioned under the Eighth Schedule of the Constitution. Mr Vaishnaw reiterated Prime Minister Narendra Modi’s vision of simplifying laws so that the common man can understand them easily.

 

Akashvani correspondent reports that Ministry of Electronics and Information Technology has drafted the Digital Personal Data Protection Rules to facilitate the implementation of the Digital Personal Data Protection Act, 2023. It aims to strengthen the legal framework for the protection of digital personal data by providing necessary details and an actionable framework. Stakeholder have been invited to share feedback on the draft Rules. The draft Rules details about the various implementation aspects such as the notice by the Data Fiduciary to the individuals, registration and obligations of Consent Manager, processing of personal data for issuance of subsidy, applicability of reasonable security safeguards, and intimation of personal data breach.
